Unblock Web Sites and Skype in Dubai, Abu Dhabi and All of the United Arab Emirates

Many web sites are blocked in the UAE. Often, Skype and other IP phones don't work. The problem is the proxy in place in Dubai, Abu Dhabi and the UAE, in general.
